We can all see and feel where public services are not delivering in the ways we expect as citizens. Whilst the pandemic showed what is possible in the time of a crisis, outside of this, the gap between policy intent and operational delivery remains. This is true across a range of policy areas, for example:
- In Health, the NHS Long Term Plan talks about ‘redesigning and reducing pressure on emergency hospital services’. All the while waiting lists have topped 7.5 million people in England for the first time; and
- In Justice, there is a commitment to ‘increasing throughput of volumes of cases’ but the courts capacity to process cases fell last year and remains below the required level to keep pace with future demand.
